Hilderbran named as chair of special districts committee
3/25/2010
AUSTIN – Rep. Harvey Hilderbran (Kerrville) has been named chairman of a special committee charged with improving accountability and transparency in water-related and other special purpose districts.

Texas House of Representatives Speaker Joe Straus (San Antonio) appointed Hilderbran to lead the House Select Committee on Special Purpose Districts in February. As chairman, Hilderbran will also direct a study into the effect that multiple and overlapping special purpose districts have on taxpayers.

“Chairmanship of this committee allows me to ensure that our special districts are serving Texans efficiency and fairly,” Hilderbran said. “My previous legislative efforts with water and other special districts give me a strong understanding of their organization, including what they need to operate effectively and what they need to cut in order to protect taxpayers from gratuitous taxes.”

While the committee will focus on water-related districts, it will also review those related to hospitals, crime control, emergency services, health services, waste water, and more.

“I am pleased to appoint Rep. Hilderbran as chair of the Select Committee on Special Purpose Districts,” Straus said.  “With over 20 years in the Texas House, Harvey has worked hard to eliminate inefficiencies at all levels of government. I am confident that his extensive knowledge of water issues will help this committee meet its important charges.”

Rep. Jose Menendez (San Antonio) will serve as vice-chair of the committee, which also includes representatives Carol Alvarado (Houston), Valinda Bolton (Austin), Harold Dutton (Houston), Charlie Geren (Fort Worth), Mike Hamilton (Mauriceville), Bryan Hughes (Mineola), Delwin Jones (Lubbock), Tracy King (Batesville), Jodie Laubenberg (Parker), Armando "Mando" Martinez (Weslaco), Allan Ritter (Nederland), Patrick Rose (Dripping Springs) and Larry Taylor (Friendswood).

Let’s Go Fishing!
3/25/2010
-excerpt from "On the Level" by Charles Frerich

I’m hoping that the last of the cold weather is about over.  The rain has been a blessing and most of the farm ponds in the area have caught a significant amount of water.  The underground aquifers are being recharged and we should see a surge in spring water and seep activity.  The last few years of drought had dried many farm ponds losing most if not all of the fish population.  We are beginning to get inquiries about stocking these ponds with fish.  There is a lot more to fish pond management than just dumping fish in the water.

Central Texas Farm Credit, ACA -  Makes Another Patronage Distribution
3/23/2010
The board of directors of the Central Texas Farm Credit, ACA, which serves a 20 county area in Central and West Texas, has announced that it has approved another cash patronage distribution to eligible association borrowers for fiscal year 2009. This marks the seventeenth consecutive year the association has returned excess capital to its borrowers. Including this year’s patronage, Central Texas Farm Credit, ACA has distributed over $37.5 Million in excess capital to its borrowers over the past 17 years. This capital has been distributed either through patronage distributions, dividends, stock reductions, or stock equalizations. Patronage distributions alone have accounted for approximately $27 Million of the total amount of capital returned to association borrowers.

This year’s $2.5 Million patronage was distributed to borrowers on March 19th and amounts to over three-quarters percent reduction in the rate of interest borrowers paid on their loans during 2009.

In making the announcement, board chairman Cody B. Richmond stated that the board of directors and management were delighted to once again reduce the cost of borrowing to the association’s stockholders and emphasized that this is only one of the many benefits of obtaining agricultural and rural area credit from the Central Texas Farm Credit, ACA. He noted that the association’s financial strength allows the board and management to maintain an efficient and profitable operation and to continue the policy of returning excess earnings back to our shareholders.

Association CEO James R. Isenhower also noted that despite the adverse economic times many financial institutions experienced in 2009, Central Texas Farm Credit, ACA remains financially strong and is able to once again make a patronage distribution when numerous other Farm Credit institutions are unable to do so.

The Central Texas Farm Credit, ACA, with over $400 Million in loan assets, provides financing for agricultural, rural housing and certain agri-business purposes in Central and West Texas. Association headquarters are located in Coleman, with branch offices in Brownwood, Brady, Haskell and San Angelo. Board members include Cody Richmond, Chris West, Jerry Don Klose, Philip Hinds, Mike Finlay, Mickey Dillard, Larry Damron, Brent Heinze, Wayland Shurley, Robby Halfmann, and Glenn Miller. The board and management remain committed to maintaining the financial integrity of the association while offering competitive loan products that meet the financial needs of all eligible borrowers.

The blessing comes in the form of the amount of money raised during the Ballinger Bearcub and Bearcat Relay Concession stands on March 4 and 5.  The Friends of a Friend Class of 2015 took on the two concession stands during the two meets and after all was said and done, by Friday night at 10:00 when the last light was turned off at the track, 940 hamburgers had been sold and $5,000 had been raised.  Thursday’s junior high track meet was an unbelievable success as far as the concession goes. Man, can those junior high kids eat and spend their parent’s money!  Thursday alone afforded the cooking of 800 hamburgers in ONE day!  That’s a LOT of Beef!! Thank you to the parents that worked tirelessly BOTH days even though at the end of each day, we were VERY tired! We could not have been as successful without you. Thank you to the kids that worked and helped earn a little more money towards their dream. This amount of money puts us to the half-way point in a little over a year with approximately $24,000 in the bank!
The birthday??? Well, It just so happens that on Thursday, March 25th, Mr. Campbell, our sculptor, will be escorting the 2 foot version of the new statue to the Texas Bronze Foundry in Lubbock, TX to begin the process of creating the new Indian. It just so happens that that day is now the birthday of what has become a very dear “friend” to me and a bunch of kids, but it is also my birthday. I can say that I am honored to share this day with such a special person and that it takes away some of the sting of the significance of this birthday year for me!  Coincidence?  I think it is just another one of those “wow” moments we have had since the onset of this project. This moment just happens to be a personal wow for me!
This first step beginning on March 25 will take approximately 1 month and $10,000 which we have ready to go! Around the first of May, the statue will come back to Ballinger in a styrofoam, clay covered form, 8 feet tall, to be worked on for approximately 2 months by Mr. Campbell. The location of where Mr. Campbell will work on this version of the statue must be decided in the next couple of months and we are currently seeking building space for that next step. The location must be somewhat climate controlled and accessible for a small crane that can assemble the statue as needed to its actual height of 8 feet. Please contact Cinnamon Carter at 325-660-9786 if you have any suggestions and I haven’t found you first!
Stay tuned for possibly the biggest WOW moment yet and also a HUGE way for the community to help further our fund raising efforts in the form of $25,000. Can’t wait to share the next WOW moment! You will just fall out of your chair when you hear it!

Hoops, Dreams and Goals Set For Athletes, Fans Late March
3/12/2010
BIG SPRING – The bracket for the Sixth Annual Hoops Dreams and Goals  2010 competition expanded this year to accommodate additional teams who wanted in on the day of fun and competition March 26 at the Dorothy Garrett Coliseum.
“Hoops Dreams and Goals is our most popular event of the year,” said West Texas Centers for MHMR CEO Shelley Smith, LMSW.  “It grows each and every year and its success year after year shows me that the event speaks for itself. It’s just a great time.”
“I smile the entire time. It is just a great day of fun.”
Teams from Big Spring to Pecos to Ballinger to Snyder will compete in a day of basketball tournament action beginning at 8:30 a.m. with the grand entrance, and a 9 a.m. tip-off in the Howard College Dorothy Garrett Coliseum. The event is sponsored by West Texas Centers for MHMR, Howard College, The Arc of Howard County, ALON USA, Prescription Services Inc., ViaMedia, and KBST-FM/AM.
Teams from the 23 counties served by West Texas Centers for MHMR –the designated mental health and retardation authority for rural West Texas – will compete throughout the day, capping off months of preparation for the competition.
They will be accompanied by coaches, cheerleaders, pep squads and friends and family who will cheer on their efforts on the court.
The daylong basketball hoopla kicks off in the morning with the rousing beat of the Big Spring High School Drum line followed by a welcome from Big Spring Mayor Russ McEwen and an introduction of the honored guests, including St. Rep. Joe Heflin, D-Crosbyton.
Teams participating in bracket play are: Big Spring Heat, Sweetwater Red Rattlers, Ballinger Longhorns, Snyder Wildkatz, Seminole Pink Panthers, Monahans/Pecos Warriors, Midland Panthers, Odessa Tigers, Abilene Chili Peppers, and the San Angelo Bobcats.
Throughout the day, cheer squads from each team will perform in a halftime competition.
“This isn’t a day just for the athletes,” Smith said. “Our athletes have been practicing all year long, but our cheerleading squads have practiced just as much to win first place.”
Each team also competes for the coveted Spirit Stick, Smith said. “This is a very intense competition. Our judges watch the teams and their fans and their cheerleaders throughout the day and judge them on their level of spirit even when they are watching the other teams play.”
Lunch is served to all participants, and nutritious snacks are available throughout the day. A first aid station also is made available to the athletes.
The event is free and open to the public. More than 1100 people are expected to attend the event.
“Our athletes enjoy participating in front of their fans,” Smith said. “I encourage everyone to come out and watch us in action. It’s such a wonderful day.”

A Call For Help From The Park Board
3/12/2010

I can’t think of too many things that benefit a small community more than a City Park.  A park creates a safe, fun, imaginative place for children to play. It is one of the few places a parent can take a child that a child wants to go that has no cost involved.  We will never know the number of pirate treasure hunts or astronaut rocket ship trips into space in the imaginations of children thanks to local parks.
The Ballinger City Park Board has set a goal of creating a handicap accessible community built playground that promotes active play, stimulates imagination and provides play opportunities for all children regardless of ability.  While a group of adults came up with the idea of designing a new park, we left it to the imagination of children within the community to design the park. Children from our Elementary School drew their ideas on paper and described what they wanted. A playground specialty company took those ideas and laid out detailed plans. In order to make their dream park a reality, we need financial and physical help.
The Park Board has applied for grants and has had several fund raisers, including raffles, bake sales, and component sales. We also are planning on having a dance/silent auction, a fashion show and a softball tournament. These events will bring many from within the community to support the project. We are also depending on the children who will get the most good out of the park to help with fund raising efforts. We are asking each child in Elementary to ask family members for financial support.  But we are far from reaching our financial goal.
When it comes time to build the park, we will ask for volunteers, both young and old, rich and poor, experienced  and un-experienced.  For five days, neighbors from all sides of the county will work side by side, hammering and painting, but more importantly creating….creating memories, creating confidence, and creating an escape.
Building this park creates the opportunity to change a town. We will see new friendships formed, grow confidence and empathy in people, and strengthen bonds between parents and children.  By having volunteers from all walks of life, we hope to teach when it comes to the dreams of our children, it doesn’t matter who has the nicer car, fancier house or better job. We all have something to offer and by working together, we will make a difference in the lives of the children in our community. The current playground equipment is not handicap accessible. By including accessible equipment, not only are we giving children who have never otherwise had opportunities to play, we teach all children the importance of playing side by side with all children. This project will boost the confidence of our youth. For our Elementary students, we are allowing their ideas to become a reality. From this point on, those involved know they are capable of making a dream reality by getting involved.  Junior High and High School aged teens aren’t often handed a hammer and told to build something. By doing so on this project, we tell them we believe in their ability and we need their help. For the parents, this project offers a way to not only tell our children we love them, but demonstrate it in a way that won’t be forgotten. A child working on this project will never forget working side by side with his mom or dad. Years from now, this park will still be standing, and the children involved today will be able to bring their children tomorrow.
The Park Board is personally asking for your help. We need volunteers willing to work. We need you. You may have never hammered more than a picture on the wall, but with a little direction you too can build a rocket ship. We desperately need financial support. So far we have raised 10% of the $125,000 necessary.  No matter how much or little you have to give, please contribute something and play a part in making this park a reality.
Construction is scheduled to begin October 6, 2010 and last 5 days, with completion at noon on October 10, 2010. If you can help in any way, please contact Tammie at 365-2333, Terilyn at 365-2516 or Stacy at 977-1596.

Vivian Hollis (Mitchell) Workman to turn 100!!
3/11/2010

A long time Runnels County resident is turning 100 years old.  Vivian Hollis (Mitchell) Workman was born on March 28, 1910 in Coryell County, Texas to William Arthur and Myrtie Alice (Chisum) Mitchell.  She was born in her grandparent’s house which was on land that is now part of Fort Hood.  The Mitchell and Chisum families were both large families, so Hollis grew up with many aunts, uncles, and cousins.  Her parents moved Hollis and her sister Fay to Runnels County, Texas by horse and wagon in 1916 to a farm they purchased in the Wingate-Pumphrey area.  Many from the Mitchell and Chisum families also settled there.  Hollis attended school at Puckett and Independence often walking or riding a pony to school.  She and Fay move into Winters and lived with their grandmother, Lydia Mitchell, to attend high school.  She met Albert Ray Workman in the fall of 1928 while picking cotton on her father’s farm.  Ray’s family, which was also very large, had traveled from east Texas to the Wingate area to pick cotton and was working on the Mitchell’s farm.  They fell in love and were married on June 2, 1929.  They first lived near Palestine where Ray found a farm to rent.  Ray liked the Runnels County area, so they rented a farm near Lawn.  They farmed in several areas such as Pumphrey, Miles, and Mereta.  They bought a farm at Hatchel and moved there on January 1, 1943.  Ray loved that farm and continued to farm until his death on March 3, 1974.
Hollis always enjoyed riding and viewing the countryside.  In the late 1970’s she began taking bus tours all over the United States, parts of Canada, and even to Alaska.  She continued to travel until her arthritis made it too uncomfortable.  Hollis also enjoyed all kinds of hand work such as painting, crocheting, knitting, and lots of quilting.  Even after moving to the Ballinger Healthcare and Rehab she continued to crochet and gave away hundreds of her pot holders.
Ray and Hollis continued the tradition of having large families.  They had 10 children from 1931 until 1954.  Born to this marriage were James, Ruby, Eldon (Shorty), Myrtie, Arthur (Butch), Dorothy, Dean, Mary, David, and Jimmy.  Hollis suffered the loss of three of her sons through the years; James, Dean, and Jimmy.   Hollis has 24 grandchildren, 27 great-grandchildren, and 3 great great-grandchildren.  She is a member of the Seventh Street Baptist Church in Ballinger.  She enjoys playing bingo and many of the other activities at the center.  Vivian’s secret to longevity is that she never worries about what she can not control.  She always says, “Worrying never helped anything.”  Because of her firm belief in God, she knows that all things will be right in the end.
A celebration in honor of Hollis’ 100th Birthday will be held on Saturday March 27, 2010 at St. Mary’s Parish Center located at 600 North Sixth Street in Ballinger from 2 PM until 4 PM.  The public is invited to come and visit with Hollis.  She asks that you do not bring gifts; your presence will be your gift.

Annual Ram Performance Test Field Day and Sale
3/8/2010 -by Steve Byrns, Texas AgriLife Extension Service and Agrilife Research
SONORA – The annual Ram Performance Test Field Day and Sale, conducted by Texas AgriLife Research and the Texas AgriLife Extension Service, is set for March 19 at the Texas AgriLife Research Station at Sonora.
The station is located 28 miles south of Sonora on U.S. Highway 55.
“The rams have gained well and are in excellent shape,” said Dr. Dan Waldron, test coordinator and research geneticist at San Angelo. “The performance of these rams is evidence of the breeders’ ongoing commitment to genetic improvement over several sheep generations. These are some of the best rams in the business with the genetics to boost the quality of most any Rambouillet sheep flock.”
The day’s events start at 10 a.m. with an informal morning inspection of the Rambouillet rams completing the test. A catered lunch is set for 11:30 a.m. followed by an educational program at 12:30 p.m., with the auction of eligible rams that have completed the test to follow at about 1:30 p.m.
Program topics will include internal parasite management, personal experiences with livestock guard dogs, an overview of AgriLife Research information on guard dogs and comments on the 2009/2010 Ram Test.
Master of ceremonies for the afternoon program will be Dr. Frank Craddock, AgriLife Extension sheep and goat specialist at San Angelo.
Burk Lattimore, secretary of the Rambouillet Sheep Breeders Association, will award the certified ram certificates to the owners of the qualifying rams.
For further information, contact Waldron or Craddock at 325-653-4576 or call the Texas AgriLife Research Station at Sonora at 325-387-3168. Or visit the test’s Web site at http://sanangelo.tamu.edu/genetics/ramtest.htm .

Ballinger's AgriPlex Ag Day Celebrates 25 years
3/8/2010 -by Steve Byrns, Texas AgriLife Extension Service and Agrilife Research
BALLINGER – The 2010 AgriPlex Ag Day is set for March 18 at Ballinger High School. This year marks the event’s 25th year in existence.
“It’s a little confusing,” said Marty Gibbs, Texas AgriLife Extension Service agent in Runnels County. “That’s because it’s now a biennial event, so this is not the 25th Ag-Day, but rather the 25th year it’s been around.
“The whole day is devoted to agriculture and consumer issues facing rural Texans,” he said. “We again have a full schedule and topics that should interest just about everyone in rural West Texas.”
Gibbs said Ag Day is conducted by AgriLife Extension with support from area agribusinesses and trade show exhibitors.
Activities will include a trade show featuring some 30 commercial exhibits which opens concurrently with registration at 9 a.m. A health fair will again be offered in the cafeteria beginning at 9 a.m. with booths manned by representatives from Ballinger Memorial Hospital, the Texas Department of State Health Services, North Runnels Hospital, Ballinger Home Health, Stepping Stones Program and the West Texas Rehabilitation Center.
Participants may choose from two concurrent sessions starting at 10 a.m.: the consumer program in the school’s home economics department or the agricultural producers program in the school auditorium.
The producers program will focus on wind energy, cap-and-trade legislation, feral hog damages to crops, and new cotton root rot technologies.
The consumer session will feature talks on cancer prevention, lasagna gardening and investment education for farm families.
All sessions will break at 11:45 a.m. for a combined awards program in the auditorium followed by a complimentary meal. The awards program is highlighted with the naming of the Farm Family of the Year, Agribusiness of the Year and Pat Lee Memorial Scholarship recipient.
The youth program will begin at 1:30 p.m. in the cafeteria with a presentation on Internet safety followed by concurrent sessions on wildlife safety, toxic-plant awareness and youth cancer prevention.
The Southern Rolling Plains Cotton Growers Association annual meeting will start at 3 p.m. in the auditorium and is the day’s final event.
Texas Department of Agriculture continuing education units (one general and one integrated pest management) will be offered to participants in the afternoon sessions.

North Runnels Buffer Zone
3/7/2010
Texas Wildlife Services has renewed their efforts to manage a predator buffer zone on the north side of Runnels County.  County Trapper Wayne Johnson will be working the next few weeks to locate feral hogs and other predators as they prepare for a sweep of a Northern Runnels County.  Producers who signed up for the program need not do anything.  Those contracts are still good.  All other landowners who would like to sign up are encouraged to do so by calling Wayne Johnson.

As this is primarily an effort to manage feral hogs, we encourage all landowners who have feral hog problems to contact either the Runnels County Extension office (325-326-2219) or Wayne Johnson (325-340-2633) so that the helicopter team will be notified.

Cars and Stars Invitations
3/7/2010
-by Valerie Avery, Public Information Officer, Big Spring State Hospital
BIG SPRING – You can’t miss ‘em, and you won’t want to.
If you are a past contributor to the Volunteer Services Council at
Big Spring State Hospital – chances are your mailbox contains a brightly colored orange envelope with an invitation to the social event of the season – the Fourth Annual Cars, Stars & Handlebars. And this time it’s going Hollywood, according to co-chairman Stacy Barr.
“Every year we give it a different theme from the year before, and this year we decided that we were going to ‘Go Hollywood!’ “, Barr said. “We thought it would be appropriate to shine big, bright
Hollywood lights on this event because we like our patients to shine. We just think they are really special.”
This year’s “Cars, Stars and Handlebars Goes Hollywood!” will be Saturday, April 17, at the Big Spring Country Club. Invitations are $100 apiece and give patrons and a guest entry into the event, which includes hors d’oeuvres and a chance to win a new vehicle.

The event begins at 5 p.m. and hors d’oeuvres will be served an hour later.
Proceeds from the event and all volunteer fund-raisers and donations fund everyday patient activities and needs, such as clothing and toiletry items, and for celebrations, such as Christmas and Summer Fun Day, but it also funds long-range projects such as the construction of two Family Visitation Centers.
“The Family Visitation Centers are something we really need,” said
Ed Moughon, Big Spring State Hospital Superintendent.
In the past, the Volunteer Services Council has funded construction of the Animal Assisted Therapy building, the Meditation and
Butterfly Garden and the walking track.
“We could not do what we do without the help of the Volunteer Services Council,” Moughon said. “They are invaluable to this hospital.”
     The
Family Visitation Center buildings would provide a comfortable and safe space for families who want to visit their relatives who are undergoing treatment at Big Spring State Hospital, said Billie Christie, Director of Community Relations.
If you did not receive an invitation and would like to attend Cars, Stars and Handlebars Goes Hollywood! or would just like to make a donation, please call the Community Relations Office at (432) 268-7271 or (432) 268-7536.

In a six way race for the Republican nomination for Runnels County Judge, Nathan Johnson received the most votes, but not a sufficient amount to avoid a runoff. Other candidates in the Republican County Judge's race were Jana Knight Foster with 257 votes, Mark Baird with 251 votes, Elizabeth O'Connor with 244 votes, and Clay Bullock with 172 votes.
