Spanning Three Centuries of Catholic Presence
5/31/2010
St. Mary, Star of the Sea Catholic church located here in Ballinger, celebrates its 125th anniversary.

Catholic Missionaries began celebrating masses in catholic homes in 1885 and called the community St. Mary. Ten years later, in 1895 the first wooden structure called St. Mary Church was constructed across from Brunson’s feed store.

A short time later, land was purchased at 6th and Crosson and a new Church was constructed of locally quarried sandstone. In June of 1910, the new Saint Mary, Star of the Sea Catholic Church was dedicated. Now 100 years later we come together to celebrate the pioneer spirit of the early catholic missionaries and parishioners to mark 125 years of Catholic presence in Runnels county.

A special Mass will be celebrated at 10:00am on Sunday, June the 6th by Bishop Michael Pfeifer, omi to mark the 125th and 100th anniversary of the parish and the Church. All are cordially invited to attend this special outdoor Mass.

USDA Rural Development Office Day in Runnels County
5/26/2010

USDA Rural Development representatives will be in Ballinger on Thursday, June 10th at the Council Chambers, 700 Railroad Avenue, from 9:00 a.m. to 11:00 am. Information will be provided about USDA Rural Development’s Housing, Community, and Business and Cooperative Programs.
USDA Rural Development works to ensure that rural citizens can participate fully in the global marketplace, by providing programs that assist rural Americans in building strong economics and to increase economic opportunities and improve their quality of life. Representatives will be available to answer individual questions and assist applicants with their applications in all program areas.
USDA Rural Development’s housing programs offer loans and grants to very low to moderate income households in towns and cities meeting certain population requirements. Loans are primarily used to help income eligible individuals or households purchase homes in rural area. Funds can be used to build, repair, and renovate a home, or to purchase and prepare sites, including providing water and sewage facilities. For very low income families who own homes in need of repair, the Home Repair Loan and Grant Program offers loans and grants for renovation. Money may be provided, for example, to repair a leaking roof; to construct a front-door ramp for someone using a wheelchair: make repairs to damaged or faulty wiring or to install a septic system for the home.
USDA Rural Developments’ community programs enhance the quality of life for rural Texans by providing funds to governmental entities, nonprofit organizations and Indian Tribes for essential community facilities and services. Funds may be used for a wide range of various community projects. These include, but are not limited, to projects such as those which will enlarge, improve or construct schools, libraries, farmers markets, medical clinics, assisted living centers, public buildings, community centers and fund new and improved water and wastewater facilities, Funds are also available for entities to purchase public safety equipment such as ambulances, firefighting equipment, and other emergency required implements.
Entrepreneurship plays a vital role in the economic stability of rural Texas. With USDA Rural Development’s Business Cooperative Programs, rural businesses can gain access to funds that normally would not be available to them. USDA Rural Development’s business and cooperative programs provide the needed capital to expand economic opportunities and development in rural areas throughout Texas by working with banks and community lenders. The Rural Energy for America Program offers grants, guaranteed loans, and combination grant/guaranteed loans to help agricultural producers and rural small businesses purchase and install renewable energy systems and make energy efficiency improvements in rural areas.
We invite anyone who is interested in learning more about these or any of our programs to please come by and visit with us. For more information regarding USDA Rural Development programs, please contact the Brownwood Sub-Area Office at (325) 643-1585, ext. 4 or by visiting our website at

The Spirit Gate
5/25/2010 -by "Chock" Jackson, BHS Graduate

It is our honor to address The Ballinger High School Graduates of the "Happy Days" Decade of the fifties. Each of us have taken unique pathways in our lifetimes, but we each share the experience of having walked the halls of one of the most storied high schools in West Texas.
Although we have lost many of our friends and classmates through the years, there are many more of us who are still chuggin along, cherishing memories including those of our BHS experiences and especially those of Friday nights at Bearcat stadium.
Bearcat boosters, coaches, athletes, cheerleaders, band members, drum majors, twirlers, pep squad members, school administrators, and teachers all bring unique individual contributions of their "Bearcat Spirit" to Ballinger's winning tradition.
It has come to our attention that the main gate of Bearcat stadium (Built in 1936) is in need of an "upgrade". Pictured is an artist's depiction of the proposed gate as it might appear upon completion. Although no longer used for vehicular traffic, it is and will continue to be utilized as the main stadium entrance. Through these gates pass some of this state's most enthusiastic, exuberant, and dedicated football fans. It is our intent to make the intangible "Bearcat Spirit" statement thru the redesigned gates more imposing presence.
The new gate will be built on four new concrete columns using limestone, structural steel. and boldly displaying the Bearcat emblem and colors. A bronze plaque of dedication to the community, school, coaches, athletes, students, and boosters. "As gifted by all classes" will be prominently displayed on one of the columns.
We are aware that these are economic challenging times and many of us are living on fixed incomes, but Bearcats, this is an opportunity for you to "make your mark" on the community and future generations of student athletes. Help us fund "Spirit Gate" at Bearcat stadium.
We will begin construction as soon as adequate funding is achieved with completion by the opening of the 2010 football season.

Getting The Most Bang For Your Food Buck
5/25/2010 -by Sandy Taylor
In today’s economic climate, many American families are trying to reduce their household spending.  One strategy is to reduce food costs.  On average, Americans spend about 9.6% of their disposable income on food at home and away from home.    According to data from the USDA Center for Nutrition Policy and Promotion, food costs have actually decreased from $224.80/week in January 2009 to $219.10/week in February 2010.  But with gas prices on the rise again we may see food costs increase again like it did in 2008.  In 2008 the cost to feed a family of four rose 3% between January and June.

Olfen ISD Superintendent Report
5/20/2010 -by David Velky, Olfen ISD Superintendent
As our busy year comes to a close, we are never too busy to say “thank you” to those who have helped us out during the year. Joan Fuchs is to be commended for helping with hallway supervision during TAKS on a volunteer basis. Toni Schroeder has come each week to help children read. David Fuchs built a storage cabinet for our kindergarten. Neal Niehues has helped with several drainage and road improvement projects on campus. Ken Halfmann sponsored our basketball free-throw contest through the Knights of Columbus. Cornell Hoelscher and the Friends of Olfen have provided meals for our teachers. Leann Rollwitz and Darla Williams organized our school dances. Brennan Rollwitz grilled chicken for the eighth grade banquet. Starla Matthiesen and the Historical Society sponsored an art contest for our students. I am likely forgetting someone, so let me simply say “Thank You” to everyone who has helped Olfen School this year. We could not do what we do for children without the assistance of the community.

Herbie Dankworth weighed in our cans for the annual can drive.   Students collected soda cans to raise money for Home and School. In total, the schoolchildren collected 506 pounds of metal! Excellent work, students. Second grade collected the most cans. These are the poundages by grade level:

PK-K    81 lbs.
1st        6 lbs.

2nd       131 lbs.     **WINNER**

3rd       20 lbs.
4th       61 lbs.
5th      87 lbs.
6th      120 lbs.

First and Second Grade went on a field trip to the San Angelo Art Museum last week. They also had an outdoor picnic at Kid’s Kingdom followed by a visit to the ASU Planetarium. The trip concluded with ice cream cones at McDonald’s. All students behaved well and seemed to enjoy the activities.
The seventh graders did a great job planning and orchestrating the banquet this year. The 7th graders wrote their prophecies for each of the 8th graders, bringing much laughter to the audience. The eighth graders read their wills to the 7th graders, bringing even greater laughter. Special thanks are due to Mrs. Lazarus and Mrs. Halfmann for supervising preparations and keeping this important tradition alive at Olfen School.
The kindergarten through second grade classes will go on a trip to the Niehues Farm on Friday. They will see a miniature pony, cattle, goats, sheep, ducks, chickens, pigs, rabbits and a llama. Students will become acquainted with various farm implements used to till, plant and harvest cotton and wheat. The trip will begin with a hayride from Olfen School powered by a Model A tractor.
Next week, the teachers will attend a half-day training to learn about Lexia, a computer program to help students read more fluently. The program is currently installed on 5 computers in the school. If the software proves useful, additional copies may be purchased. Lexia is an Orton-Gillingham based program that has been proven helpful to dyslexic students. Every child will not need this intervention, but some students will find it very helpful to developing fluency in reading and spelling.
You may have noticed the improved lighting in the school parking lot. Coleman County Electric Cooperative installed a new 400 watt security light last month. Now, we have better lighting for evening events and the early-morning arrival to school.
It is hard to believe that summer is already upon us. I am looking forward to a productive summer. We have painting and floor-waxing projects planned. There will also be plenty to do to prepare the budget for next year.
If you know a student who would like to apply for transfer to Olfen School, please have their parents contact me at 325-442-4301. Transfers are accepted throughout the summer.

Outstanding Conservation Winners
5/18/2010
-by Kay Mansell, District Technician, Runnels Soil & Water Conservation District #232

The Texas State Soil and Water Conservation Board and the Association of Texas Soil and Water Conservation Districts in cooperation with the state’s 217 soil and water conservation districts annually sponsor the Texas Conservation Awards Program to recognize and honor those who dedicate themselves and their talents to the conservation and wise use of renewable natural resources.  There are 43 conservation districts in Area II.
“On the local level the conservation awards program provides opportunities for competition and incentives to help our conservation district expand and improve conservation efforts, resource development, and increase the wise utilization of renewable natural resources”, said David Ocker, Chairman of the Runnels Soil & Water Conservation District.
“Though our district has several categories for which local citizens are honored for their soil, water and related natural resources conservation efforts, two primary categories are a major focal point of the district.  These categories focus on a poster and essay contest for youth in our district”, said Ocker.

The poster contest is open to boys and girls, ages 12 and under. The district’s expected artistic content of a poster is for a student to graphically demonstrate the importance of conservation of soil, water and related renewable resources within the realm of their community environment the chairman of the district said.
The two choices of themes for students to choose from this year were "Dig it! The Secrets of Soil" and “Conservation Habits = Healthy Habitats.”   The posters were judged at the local soil and water conservation district level with winning posters sent to area-level competition. Our local winner of the poster contest was Cassidy Rathmell of Miles ISD.  Her parents are Kip and Donna Rathmell of Miles.
“The Essay Contest is open to boys and girls in two age categories - ages 13 and under, and ages 14 to 18 years”, said Ocker.  The contest’s theme “What Soil and Water Conservation Means to Me” provides participating students with the opportunity to express in a written format the importance of soil and water resources and how they are linked to providing food and clean water.
The essays were judged on the local district level with winning essays sent to the area level. Shelby Hohensee from Miles ISD was our local winner.  Her parents are Greg & Tammy Hohensee of Paint Rock.
Shelby was also chosen as the Runner-up Regional Outstanding Conservation Essay winner.   Shelby was recently honored with an engraved plaque at the Area II Conservation Banquet at Wall.

Ballinger Elementary 4th and 5th Graders to Present Disney's "The Jungle Book Kids"
5/16/2010
A group of fourth and fifth grade students of Ballinger Elementary School will be featured in Disney’s The Jungle Book Kids, a musical based on Rudyard Kipling’s 1894 novel of the same name. The Disney film, The Jungle Book, was released in 1967, and was the last animated feature that Walt Disney personally supervised.  The Ballinger Elementary presentation will take place in the Ballinger High School Auditorium Sunday, May 16, 2010 at 3:00 PM.

The production will feature singing, dancing, and interesting dialogue.  For most of these students, it is their first experience with musical theatre.  However, there are several returning cast members who were fourth graders in The Aristocats, the musical that was presented in the spring of 2009.  The students and their directors are working very hard to insure another successful production.

The play centers around Mowgli, the Man-cub, raised by wolves in the jungle, and the certain dangers that he faces.

Ballinger Elementary Principal Brian Arrott and high school English teacher and drama director Sherran Geistmann are the stage directors for the production.  Elementary music teacher Ida Lee Ellis is the music director.  Several other Ballinger ISD personnel and parents are making significant contributions in preparation for the production.

Music and lyrics of the musical are by Richard M. Sherman, Robert B. Sherman, and Terry Gilkyson.   Book adapted and additional lyrics by Marcy Heisler.  Music adapted and arranged by Bryan Louiselle.  Based on the screenplay by Larry Clemmons and on the novel The Jungle Book by Rudyard Kipling.

The Jungle Book KIDS is presented through special arrangement with and all authorized performance materials are supplied by Music Theater International, 421 West 54th Street, New York, NY 10019.  Script, music and all other material copyrighted 2005 Disney Enterprises, Inc.

Disney’s The Jungle Book KIDS is a registered trademark of Disney Enterprises, Inc.

Admission for the musical is $5.00 for adults, and $3.00 for school age children.

2010 CSP Sign-Up Deadline Nears
5/13/2010
Ballinger, TX, May 10, 2010--Runnels County landowners still have time to sign up for the Conservation Stewardship Program (CSP) at their local Natural Resources Conservation Service (NRCS) office but the deadline for getting signed up for the second CSP ranking period is quickly approaching. According to NRCS District Conservationist Ronnie Vanicek , now is the time for landowners and producers who have considered applying for CSP to get signed up and submit documentation. USDA has announced the national cutoff date for CSP is June 11, which requires landowners submit applications quickly.

“If you’ve heard about the new CSP and talked with other local producers or read about others involved with it, now is the time to roll up your sleeves and get your conservation operation on the list of those recognized for a quality conservation commitment,” explains Vanicek. “It’s important that you get your application and paperwork submitted so you can be part of the 2010 CSP ranking period and funding cycle,” Vanicek adds.

According to Vanicek, the clock is ticking for program sign-up this fiscal year. USDA just announced the final cutoff date, which gives producers a brief window of opportunity to get signed up for the CSP signup in 2010.

Texas State Conservationist Don Gohmert confirms NRCS teams across the state are ready to work with producers and start the process. “If you’re already an NRCS cooperator and are in the system, just meet with local field office staff. Let them know you’re ready for CSP.” Ag producers or landowners who are new to NRCS or USDA will need to schedule an appointment and complete the application process and get the ball rolling.

CSP is a voluntary program that encourages producers to maintain existing conservation activities and adopt additional practices on their operations. The program is popular for producers who go the extra mile with conservation and sustainable operations—whether they’ve accomplished goals on their own, with other conservation partners, or through USDA and NRCS programs.
“CSP is the perfect program because it recognizes ag producers and landowners who do the right things and it moves them forward as they add new resource protection practices on their land,” Vanicek adds.
While CSP applications are accepted on a continuous basis, only applications received by the national cutoff date of June 11 will be considered for funding in fiscal year 2010. For more information about CSP, including eligibility requirements, visit your county USDA Service Center in Ballinger today.

Olfen ISD Superintendent Report
5/12/2010 -by David Velky, Olfen ISD Superintendent

At last night’s Board meeting, my contract was extended an additional two years, for a total of three years. I thank the Board of Trustees and all of you for the confidence you have shown in me. I did share your leadership surveys with the Board, and I appreciate your kind words and constructive suggestions. One survey suggestion was to have a team-building workshop for the faculty and staff.  I am looking into this. Mark Lukert, a TEPSA officer and consultant, does an awesome team-building workshop I think all of you would enjoy. Stay tuned for more information.
Tomorrow, Dell Harrington from TASB will be here to present me with the Loss Prevention Grant check for $1500.00. This grant will be used to purchase rolling carts for moving boxes, books and papers to and from the copy room to your classroom.
I plan to go ahead with my summer painting projects in the historical section of the building. Please pack up your classrooms in such a way that everything can be moved as needed. Save boxes to pack up loose items. Label everything possible with your name and grade. Interior painting should be done in June and the floors will be waxed in July.
Upcoming events: We are still waiting for our TAKS scores. Hopefully, they will post this weekend. TEA often sends them at Midnight on a Saturday night. I’ll keep an eye on my email over the weekend. Tomorrow night is 7th and 8th Grade Banquet. We congratulate our 8th graders on the excellent work they have done, and their many accomplishments this year.  On Friday, 1st and 2nd grades will go to the Children’s Museum in San Angelo. I will drive the bus, so I will be out most of the day. Next week we have TAKS re-tests for 5th and 8th grades on Tuesday and Wednesday. The can drive has been postponed until Tuesday the 18th at 2:00 pm.
Our schedule is full this time of year. I thank all of you for your efforts to keep our students focused and learning up to the very last day of school. This is a great time to re-visit areas of the curriculum which require additional attention, or to enrich with special projects, fine arts, or thematic units. Don’t count the days, make the days count!

The Annual Spring Concert, Auction, and Hamburger Dinner was a success thanks to all the community, parents, and businesses that donated their time and items to the auction.  The proceeds from the hamburger dinner as well as the auction go to the Ballinger Band Boosters.  They use these funds to help support the band in many ways including uniforms, college scholarships, summer band camp scholarships, meals, travel needs, as well as spring trips.  We would like to say a special thank you to Beefmaster, the Ballinger Rotary Club, Coca-Cola Distributing, and Shoppin’ Basket IGA, for providing the meal.

New "On the Level"
5/11/2010 -excerpt from "On the Level" by Charles Frerich
One of the really farmer friendly programs that are available to local farmers is a part of the Conservation Reserve Program that deals with erosion control on cropland.  This program addresses severe gully erosion and can be signed up at any time. The length of the contract is for ten years.  The area has to be in cultivation and have a cropping history.  These areas of concern can be along a field border particularly where water is running out of a terrace channel and flowing down the turn row, low areas in the field that the terraces historically break, terraces that hold too much water and drown out crops or a natural water coarse that flows through the field.

Holiday Hills Expansion Nearing Completion
5/10/2010
The Clyde D. and Doris Allen Alzheimer’s and Dementia Care Center in Coleman, Texas is nearly ready to open its doors.

“Holiday Hill’s expansion is nearing completion,” says Greg Whitten, Administrator of Holiday Hill.

http://www.colemannews.com/images/2010/hh34.JPGHoliday Hill is soon to open its Alzheimer’s/Dementia care home. This new facility will be home to 20 plus residents who have Alzheimer’s or onset dementia. It will also employ numerous highly trained Alzheimer and dementia care certified nurse's aides. These nurse's aides will be doing all the cooking, cleaning and assisting of the patients care. They will also be assisting in Activities that are focused on restoring memory and mobility.

“Our expectations of the new facility are that we are all excited about the new building and dealing with people that have Alzheimer’s. This will be a great new experience,” says CNA Leo Uresti. Michelle Estrada, also a CNA that will be joining the Center’s team, said she was “excited that every day would be a new day at the new center.”

Excitement of the “new” was the feelings of CNAs Nyca French and Robbie Cortez.

Reagan Barr, offices assistant, gave me a tour of the new center. She explained to me that the residents will have access to the courtyard and area. This area joins the dining room.
It will seat 30 plus people. There is also a conference room, beauty shop, community action center, and business office.

“Each bedroom is private and the residents will have their own window, closet, and secure storage for their medication,” said Reagan. “The goal of the center is to make the residents feel like they are at home.”

The whole facility is tastefully decorated in warm, neutral colors. The furniture is comfortable and plush. The whole facility has a warm and comfy feeling.

According to Greg Whitten, the center has received its Certificate of Occupancy from the City of Coleman. Jerry Wade, site superintendent of Arthur Construction of Wichita Falls and Bob Ray, Public Works Director for the City of Coleman, have certified that all inspections have been made and passed. This is the last formal step for Holiday Hill in submitting their paperwork to the State of Texas for bed licensure and certification including certifying for Alzheimer’s. This process will take a few weeks before Holiday Hill is ready for new residents for this new addition.

On Tuesday, April 27, Greg Whitten and Holiday Hill staff and board members welcomed a large audience to view the new memory care center with an open house and dedication ceremony. After serving punch, coffee, and treats, Board President Jo Tyson along with Greg Whitten unveiled the official "Clyde D. and Doris Allen Memory Care Center". Following the unveiling, the Chamber of Commerce hosted a formal ribbon cutting to honor the opening of the facility.

Growing Need for Mental Health Inpatient Care
5/10/2010
BIG SPRING – Public input is needed to address the growing need for mental health care in the state of Texas.
Members of a task force appointed by the Texas Department of State Health Services, which manages the 12 state hospitals in Texas, including Big Spring State Hospital will listen to public comment Friday, May 21, from 12:30 p.m. to 2 p.m. in the Big Spring State Hospital Allred Building Auditorium.
Big Spring State Hospital is one of 12 state hospitals whose employees provide care for people with mental illness who can’t be cared for in the community through local mental health mental retardation or MHMR centers.
MHMR centers provide care for people with mental illness who live in the community. When it is determined that they need intensive treatment to manage their illness they are placed in a psychiatric hospital, said Shelley Smith, CEO of West Texas Centers for MHMR and a member of the task force.
“The mental health authorities, state hospitals, local jails, courts and other systems of care all are responsible for treating people with mental illness,” Smith said. “Our goal through this hearing is to bring all the interested parties together to help people living with mental illness. We all have our concerns and ideas on how to fix the system for our customers, but we all need to be on the same page so we are not duplicating services or not meeting someone’s needs.”
The 26–member task force involves a broad spectrum of Texans who are interested in improving the continuity of care for people living with mental illness. Many people living with mental illness travel through multiple systems of care, Smith said.
“Often one hand does not know what the other hand is doing,” Smith said. “This task force will bring all the parties to the table and work on the best solution for our customers.”
“We want to provide the best care in the most efficient way possible with the least amount of disruption to our customer’s lives,” she said.
Access to care is one of the most critical issues affecting the public mental health system in Texas, Smith said. To address this issue, the Texas Department of State Health Services has assembled a Continuity of Care Task Force to recommend ways to handle this growing problem
The Task Force has met three times and will wrap up its findings on June 18 during the Texas Council of Community MHMR Centers State meeting in Houston before presenting a final report to the Department of State Health Services on Sept. 30.
Two public forums have been held so far in LaGrange and Harlingen with a third scheduled for May 11 in Dallas. The fourth will be in Big Spring on May 21 with a final forum set for May 27 in Austin.
Task force members are looking at ways to compensate for the increase in forensic patients and longer-term patients who account for most of the patients treated in state hospitals. Forensic patients are those who overlap the mental health system and the criminal justice system, said Howard County Sheriff Stan Parker, who also is a member of the task force.
Patients are on waiting lists for state hospitals because of the increase in forensic commitments, Smith said. Also of concern to the task force is the length of stay for some patients who stay in the hospital longer than a year.
“Law enforcement officers also are responsible for transporting patients to the state hospital – sometimes from several hundred miles away,” Parker said. “To lawmen in small counties where only one or two deputies are covering a huge area, this takes away valuable personnel from their home county leaving the citizens unprotected. You also are talking about a great deal of overtime pay as well to transfer the patients.”
Many recommendations are on the table, including changing the mental health code, which is out of date with regard to the current system, residential alternatives to hospitalization, and the trend of defense attorneys raising the competency issue too often and too soon.
“The mental health system is in a great state of flux,” Smith said. “We have many, many issues we have to address. That is why we want to hear from the public. That is who we serve and that is who we need to tell us how to fix the system.”
For more information on the hearing, please visit: http://www.dshs.state.tx.us/mhsa/continuityofcare/

Carnegie Library Drive to 100!
5/3/2010 -by Julie Gray, Librarian

There are few people who, when asked, have never heard the name Carnegie.  This prestigious name is often associated with Carnegie Hall in New York.  However, Runnels County is also fortunate enough to be part of the Carnegie legacy.  Andrew Carnegie, one of the most remembered philanthropists in history, believed that anyone could achieve success through hard work, education and optimism.  Though he proudly claimed Scotland as his native land, Carnegie seemed to have the spirit of a West Texan.  He felt it was not only his privilege but also his duty to share his success.  More than $350 million was donated to further education, build libraries and to the many other causes he supported.  Of the 32 libraries in Texas funded by Carnegie from 1898-1915, our library is one of 3 still operating as a public library.
May 2011 will mark the 100th anniversary of the dedication of the Carnegie Library of Ballinger.  This beautiful historic building has seen and gracefully withstood many changes over the years.  As a site registered in the National Registry of Historic Places, our Library is truly a gem.  And, like any gem, must be cared for and polished to keep its beauty over time.  Our library has been a focal point in our community through its uses and services for going on 100 years.  We want to celebrate and preserve this piece of national history we have in our own back yard.  Currently, the library is in need of repair so that we can continue its long history and pass it down to future generations.  In the months to come we will share bits of Carnegie Library’s history as we look to our community to help “polish our gem”, celebrate the last 100 years and plan for the next 100 years.
